  • Founder & CEO

    Ashley Gray is the Founder and CEO of Onyx Rose Advisors, a minority, woman-owned consulting firm dedicated to helping organizations achieve their business goals, shape policies, and strengthen Medicaid and safety net programs. She brings over a decade of experience advising federal and state governments, health plans, providers, and nonprofits on Medicaid policy, reimbursement, and system modernization.

    Throughout her career, Ashley has led multimillion-dollar federal contracts, guided states on Medicaid Enterprise Systems compliance, and advised health plans on regulatory and legislative strategy. She has held senior leadership roles at The MITRE Corporation, Blue Cross Blue Shield Association, and Medicaid Health Plans of America, and she is widely recognized for her ability to translate complex policy into actionable strategies.

    Ashley has served as Co-Chair of the Board of Medical Assistance Services for the Commonwealth of Virginia and as a Technical Advisor to the Women, Infants, and Children (WIC) program. She also sits on the Advisory Council for the Alliance for Women’s Health and Prevention. A graduate of the College of William & Mary (MPP) and Vanderbilt University (BA), she is a frequent speaker and author on Medicaid policy and is committed to advancing sustainable solutions that improve healthcare access and outcomes


  • Director

    Aliza Auces is a Medicaid policy expert with a background in reimbursement, financing, health IT, and public health. She has supported the Centers for Medicare & Medicaid Services (CMS) on initiatives to modernize Medicaid policy and systems, including co-authoring national toolkits on telehealth expansion and vaccine coverage under Medicaid and CHIP. Her work has provided states, advocates, and health plans with practical strategies to expand access and strengthen protections for beneficiaries.

    Prior to joining Onyx Rose Advisors, Aliza served in policy roles at the MITRE Corporation, Blue Cross Blue Shield Association, and the National Association of Community Health Centers. Across these roles, she advised on the impacts of federal and state policy changes, guided Medicaid and CHIP plans through an evolving program landscape, and advanced federal priorities to support community health centers and underserved populations.

    Aliza holds a Master of Public Health from the Harvard T.H. Chan School of Public Health and a Bachelor’s degree in Health Science and Spanish from the College of Idaho. Born and raised in Nampa, Idaho, she is proud of her Mexican roots and is passionate about advancing policies that improve access to care.
